Utility Price Reviews

Course Design

The course instructors are highly knowledgeable on the international practice of regulation and are themselves former regulators. The course combines the theory of regulation with practical application, covering the following themes: Choosing Regulatory Mechanisms, Regulatory Methods and Information Requirements, Targeting Firm Efficiency, Pro-poor Rates in Tariff Design and Forecasting Firm Revenues. It will be delivered through formal presentations, practical exercises and case studies, requiring participants to work through practical issues using realistic examples. Participants also have ample opportunity to share experiences through group work.

Course Personnel
The course will be held under the auspices of the Institute of Infrastructure Services (IIS). Prof. Jorry Mwenechanya, who is the Course Director, was Chairman of the Energy Regulation Board in Zambia. Currently he is the Director of the IIS and is a regular energy consultant to the Southern African Development Community. Also contributing to the course will be Dr. Paul Sotkiewicz, formerly with the Federal Electricity Regulatory Commission and now with the Public Utilities Research Centre (PURC) at the University of Florida in the United States of America. Prof. Anton Eberhard, the third pillar of the course, directs the Management Programme in Infrastructure Reform and Regulation at the University of Cape Town's Graduate School of Business. He is a past Board Member of the former National Electricity Regulator of South Africa. Other experienced speakers will give special presentations.
